MSCOMMNET / Maine State Communications Network

  • The system is in full operation in all MSP Zones.
  • See the MSCOMMNET Discussion in the SNE Maine forum for the latest info!
  • See the MSCOMMNET Links page for links, news, documentation and more!
  • MSCommNet is the state radio network that has replaced most legacy systems, including those of the Maine State Police, Warden Service, State Forestry, Marine Patrol, Maine EMA, Department of Corrections, and some smaller state agencies.
  • Maine DOT has not transitioned to MSCommNet and continue to use their low-band system.
  • Harris (former Tyco-M/A Comm/former Ericson, former GE) is the primary vendor
  • The system is largely a digital, P25-IP, trunked VHF system with encryption capability
  • Seven solar-powered sites are digital conventional repeaters to eliminate the need for a continuous trunking control channel.
  • Each system site also has an analog conventional "RegionNet" interoperability repeater.
  • 16 sites transmit a one-way analog simulcast of that area's primary SP talkgroup on their RegionNet to allow county/local public safety agencies to monitor them.
  • State Police, Forestry Rangers, Marine Patrol, and Warden Service have VHF/800 MHz. cross-band vehicle repeaters and multi-band portables.

MSCOMMNET SITES

  • Note that there are 7 conventional (non-trunking) digital sites.
  • The NAC for trunked sites is the hexadecimal site number followed by the letter 'E'
  • The conventional sites also use 80E NAC (was initially thought to be 293 NAC based on limited reports) .
  • Each site has an analog conventional RegionNet repeater for interoperability. (See RegionNet table below).
  • Reports confirming active channels and their usage: Control Channel (CC), Alternate CC (AC), Voice channel, etc. are most welcome! Harris Networks can use ANY Repeater as the Control Channel

PART 22 MYSTERY FREQUENCIES

  • Maine acquired several FCC "Part 22" licenses in order to obtain additional frequencies for MSCommNet.
  • These are former paging or old-style mobile phone frequencies that have been reallocated for 2-way use.
  • They are licensed by region rather than a specific site.
  • Northern region counties: Kennebec, Waldo, Penobscot, Hancock, Washington, Somerset, Picataquis, and Aroostook
  • Southern region counties: Cumberland, York , Oxford, Franklin, Androscoggin, Sagadahoc, Lincoln, and Knox
  • For more info on Maine's Part 22 frequencies, see the MSCOMMNET Thread in the Scan New England Maine Forum.
  • The following have been reported, but have not been confirmed as to which site they are being utilized .

PART 22 FREQUENCY LIST

  • These are the Part 22 frequencies available for MSCommNet use under Maine's present licenses.
  • Maine has a waiver from any requirement to use them in base-mobile pairs.
  • Many of the higher frequencies may be in use as repeater inputs (not listed here at Scan New England!)
  • Those marked in bold have been reported to be in use; others may be unreported or will be utilized in the future.

65535 SYSTEM ALL CALL 1,2,3,4 Radio Technicians (Mt Agamenticus) 2013.10.15 Maine45
  • Note: The 35### talk groups are mostly used to patch a RegionNet to a Zone primary group to allow non-state units access to the trunk system. They may also be used for repair purposes or to connect 2 or more regular TGs for various reasons. These TG numbers are temporary and assigned by the system in numerical order. In most cases, the traffic on the groups involved will only be heard on the Patch group when one is activated.

MSCOMMNET REGIONNETS

  • Each MSCommNet sites has an analog conventional RegionNet repeater for interoperability between state units operating on the digital system and local, county and federal agencies.
  • A conventional interop system is required as few, if any, local or county agencies are equipped with radios capable of P25 digital trunking.
  • RegionNets at 16 MSCommNet sites will also have a one-way analog simulcast of that zone's primary MSP talk group from the trunk system. Sites with this capability are marked SP.
  • This capability was added at the request of local and county law enforcement agencies that routinely monitor the State Police for information about state activity in their jurisdictions.
  • During testing, several RegionNets have been linked indicating that there are patch capabilities for wide area coverage.

MSCOMMNET RADIO IDs and CALLSIGNS

  • Radio or Unit IDs (UID) are the unique digital identifier assigned to each radio on a P25 radio system, not the voice callsign heard on the air.
  • UIDs can be decoded by selected scanner models and software programs, and are useful in determining talk group users.
  • UIDs on MSCommNet appear to have been assigned in a logical pattern that identifies department, agency and type of radio:
    • First three digits indicate department and agency
    • 4th digit of 1 are mobile radios
    • 4th digit of 2 are portable radios
    • 4th digit of 3 are agency bases (control stations)
    • 4th digit of 4 are dispatch consoles
  • UID ranges are listed as a general guide to whom you may be hearing. Specific UIDs may be listed for selected dispatch consoles and base radios.
  • UIDs that identify specific personnel will NOT be listed.
  • The ranges for voice callsigns are also listed where known/suspected. Some of these may be obsolete.
