Terminal Radar Control Facility (TRACON). A terminal ATC facility that uses radar and nonradar capabilities to provide approach control services to aircraft arriving, departing, or transiting airspace controlled by the facility.
Military flights will likely check in with Boston if they are traversing their airspace. It's not uncommon for contacts with civilian aircraft to be echo'ed onto the UHF frequencies in order to keep pilots advised of traffic in the airspace, particularly on peak periods.
These approach/departure frequencies come from the 'Pilots Guide to the Boston Consolidated Terminal Radar Approach Control'. These frequencies are not to be used for any form of navigation whatsoever. Corrections and additions - particularly for any UHF milair frequencies used - are solicited.
