I saw that DHART in their lz guidelines has vmed29 listed for nh, and vtac4 for vt. I am wondering what the frequency is for v tac 4?

also google NIFOG for all the Interop frequencies that may POP at anytime, likely you mean VTAC11, UTAC41D or 8TAC91D
and since a lot of VT PD's are UHF UTAC41D would be used with them and VTAC11 with the VHF FD's

VTAC-4 is an old designation for 159.4725 MHz 156.7 PL but it seems to be what vermont uses. https://www.w5ola.com/helpful-info/tactical-simplex-frequencies/ The newer designation in NIFOG is VTAC-14 for simplex use and VTAC33 for repeater use. see NIFOG for more https://www.cisa.gov/sites/default/files/publications/NIFOG_Ver_2.0_508_version_FINAL_9_23_2021.pdf

Just be careful, that first link seems to be an Arkansas ham site where "VTAC-4" is a 2-meter ham frequency. Your first comment identifying it as the modern VTAC-14 is gold, though!
